UPGRADATION
OF REVACT : REVACT (VB) SOFTWARE

REVACT package has
been further upgraded and modified in the year 2002 and installed,
tested and piloted in the Pay and Accounts Offices. The modified
package is now in use in most Pay and Accounts Offices (Sept 2003).
Prior to 2002, the Excise Control Code (ECC) numbers were allotted
to the assesses by the respective PAOs. This ten digit ECC identified
the Commissionerate, Division and Range to which the assessee belongs
in addition to the unique assessee identification. From 1/4/2000,
a new 15 digit PAN based ECC came into existence and these numbers
are allotted by the Central Excise Department based on the PAN number.
Consequent upon the
introduction of the PAN based ECC numbers to the assesses, and the
need for more user friendly system, the requirement of modifying
the system to a better platform arouse. Accordingly, NIC in consultation
with O/o the Pr. CCA, has developed the REVACT (VB) software under
Windows Environment using Visual Basic and MS Access as backend.
The software is much more user friendly and unlike the earlier DOS
based version, is a multi user system and is designed to work on
the client-server architecture. All batch entries made on the individual
client system are allowed to be stored in the main server after
validation. Further validation, processing and report generation
etc are done from the main data stored on the server. The software
was initially tested at selected Pay and Account Offices. Detailed
familiarization and orientation program was conducted in six batches
at different stations covering all the Data Entry Operators (DEOs)
of all the 34 Central Excise PAOs during October-November 2002.
The advantages and benfits
of the REVACT(VB) Software are:
- All the modules have been incorporated as a single integrated
module which will avoid memory problem.
- More user level security to the application and database.
- Master details relationship enforced in datbase reflected in
the forms also.
- Backup can be taken in any media (floppy, CTD, DAT etc.).
- Online help is available.
- Software supports both old and new Assessee codes (i.e. 10 digits
and 15 digits).
- Report procedure has been standardized to generate reports for
any given accounting month.
- The application can work as a stand alone as well as Client/Server
architecture mode in LAN environment in the PAO.
- The raw data (for a considerable period of time) is available
on the server and the reports for any period can be generated
at any given time.
The package generates the following reports:
- Commissionerate wise monthly and progressive reports.
- Focal Point Bank wise monthly and progressive reports.
- Collecting Branch Bank wise monthly and progressive reports.
- Assessee wise monthly and progressive reports.
- Range wise monthly and progressive reports.
- Division wise monthly and progressive reports.
- Detailed Head wise monthly and progressive reports.
- Refunds and Drawbacks monthly and progressive reports.
- Bank reconciliation for the cheques issued for Refunds and Drawbacks
by the Departmental officers.
- Net Detailed Head wise revenue collection report.
- Missing Focal Point/Collecting Branch bank scrolls and missing
list of payment not sent by the Divisions.
- Consolidated Detailed Head wise reports
Most Pay and Accounts Offices have operationalised the new package
(Sept-2003) and the process is expected to be completed by 1st November,
2003. Required number of computer systems worked out on the basis
of existing computers and number of DEOs, have been providing to
all the 34 Central Excise Pay and Accounts Offices in addition to
sanction to establish Local Area Networking. To enable the field
offices to have direct and speedy communication facility with the
HQ, Department, NIC etc, all PAOs are directed to avail internet
connection facility and NIC has provided NICNET Ids.
In order to bring all revenue collections (including revenue collected
through EDI system) in the net for delay watch, a new procedure
of obtaining the data from PAO (Customs) in electronic form is being
introduced.
