Annual Accounts

The annual expenditure budget is prepared by the Ministry of Finance on the basis of budget proposals submitted to them by the various Heads of Depts. The expenditure of Central Board of Excise and Customs is included under Grant No. "38 - Indirect taxes". After finalisation of budget, a "Vote on Account" is sought from the Parliament to incur expenditure for a part of the year from the Consolidated Fund of India, pending approval by the Parliament. When the budget is finally voted and passed by the Parliament, the Commissionerate-wise allocation of funds is made by the Integrated Finance Unit (Budget & Account) on the basis of the requirements. Further bifurcation of funds to various subordinate offices i.e. for each Drawing & Disbursing Officer (DDO) is done by the Commissionerates.

At the end of financial year, Annual Appropriation Account pertaining to the grants of the CBEC and the Finance Accounts are prepared by the Pr.CCA and is sent to the CGA after obtaining the "No comment Certificate" from the Director General of Audit.
